In small bowl, mix flour, salt, mustard and pepper. Coat ribs well with about 2 tablespoons of the mixture. In 12-inch nonstick skillet, heat oil over medium-high heat. Add ribs; cook 5 minutes or until browned on all sides, turning once.
Spray 5 to 6-quart slow cooker with cooking spray. Place meat in single layer in slow cooker. Sprinkle with remaining flour mixture. Add all remaining ingredients to slow cooker; stir gently to mix. Cover. Cook on Low heat setting 4 to 6 hours or until meat and vegetables are fork tender.
